Guam - You think stray dogs aren't a problem? Who let the dogs out? The Guam Police Department released this photo today to remind the public there's a leash law and the agency plans on enforcing it.  If you've got a neighbor that refused to tie up their dog, you're asked to contact GPD so they can be issued a citation.

Penalties include between six months one year in jail, and a fine between $25 to $1,000, depending on the severity of the violation.
