Guam - Governor Eddie Calvo has requested the Guam Department of Labor be designated a State Apprenticeship Agency - what he says is a critical factor to prepare the local workforce for the military buildup. Such designation would allow the agency to oversee and regulate the registered apprentice programs on the island.

In letter to USDOL Employment and Training Administration's John Ladd, Governor Calvo included draft legislation that he intends to introduce to create a specialized division with the agency that would allow Guam to create its own apprenticeship program registration standards and equal employment plans.
