Guam - Rick Perez has been named director of the Washington, DC Office of the Governor. Perez has been living in dc for the past 12 years.  He has experience in developing and processing content for the Navy, Office of the Secretary of Defense, and the president's budget submissions.

More recently, he worked for the Department of the Navy as a defense industry researcher, project manager, and strategy consultant. In this capacity, he co-founded a team that saved the Navy money on its major contracts with shipbuilders and subcontractors. He also founded the Navy's Business Intelligence Center in 2005, which delivered and presented defense industry and business analysis products and advisory services to Navy executives. 

Perez is a Marine veteran, and a U.S. Naval War College graduate.
