Guam - Attorney General Lenny Rapadas has deemed the Healthcare Insurance Transparency Act of 2010 as inorganic and violates the Separation of Powers doctrine. The measure was a means for the Guam Legislature to be more involved with the Government of Guam's health insurance contract process.   

But according to the Rapadas' ten-page opinion, the law gives more authority to the legislature than it should - for example, giving lawmakers final and decision making powers that ultimately are an Executive Branch function. The attorney general added the law already provides ample representation of the legislature for example the additional seats it has on the negotiation team.
