Guam - Hoping to add more transparency in the government, Senator Tony Ada introduced legislation that would require GovGuam agencies to post justification statements when it uses travel funds for individuals not employed by the respective agency. Ada states the Bill 223 continues efforts from former senator and now Lieutenant Governor Ray Tenorio during the last legislature.
He states, "Several news articles in past years where board members, consultants and other non-employees of an agency travel at that agency's expense. It's not my intent to restrict travel, but to require agencies to justify why they chose to send a non-employee rather than a member of the agency's staff.
"If this is done, the public should know why."
