Guam - It seems it wasn't just Public Auditor Doris Flores Brooks' work being questioned. So were the labors of Acting Department of Administration Director Benita Manglona and her staff. During today's oversight hearing Vice Speaker B.J. Cruz pointed out a $14 million error in one of the agency's financial reports.

According to DOA Deputy Financial Manager Kathy Kagigi, it was an oversight explaining that another department had actually produced the report after extracting the numbers from their accounting system. Cruz said, "Both of you are grievously at fault for this, so don't pass it off to another department or any other person. That was very unprofessional. Kagigi noted, "I think it's unprofessional to undermine also my credibility, when I feel that I do my due diligence as far as my performance."

Manglona and Kagigi added that despite the oversight it didn't change the bottom line. Manglona accepted full responsibility for the errors saying she should have caught it, but was in the midst of doing the cash flow model for GovGuam, working on the supplemental budget, a presentation for Standard & Poor's and working on the biennial budget.
