Guam - Consolidated Commission on Utilities members are pleased with the changes to the 2012 National Defense Authorization Act. Guam Delegate Madeleine Bordallo's amendment was adopted by the House Armed Services Subcommittee on Readiness that would remove the provision included in last year's NDAA requiring the Navy have 33% voting share on the Commission.

"We felt from the beginning it's ridiculous to have them sit on a locally appointed board. And we never knew how exactly they were going to implement that they would be one third of the chairman, I'm still trying what body part I would have to have join the military," she said.

Bordallo's amendment was not successful in removing the provision dealing with the sale of Fena at fair market value. Hope's not lost - she contends because this provision could be used as a basis for litigation in the future.
