Guam - From the floor of the Legislature, lawmakers took up discussion today on Bill 70. The legislation updates rules and regulations for daycare and childcare facilities. "The development of this document has been a work in progress for a good seven years to date," said Public Health's Lydia Tenorio.

She explained that the bill was crafted with input from stakeholders, families as well as representatives from various government agencies. The current standards are 32 years old. Some of the core areas of change include rules and regulations related to ratios, playgrounds, professional development, penalties and fees.
