Guam - Several people testified in support of the governor's appointment of David Silva to serve on the Guam Banking and Insurance Board. Ron Young said he felt compelled to show up and testify after learning Silva was nominated, saying, "He is a tremendous candidate, he will do a tremendous job and he deserves to be on this board; I can't imagine anybody that is in a position to do a better job than David is."

The Insurance and Banking Board is an advisory board to the insurance commissioner, which falls under the Department of Revenue & Taxation. "I feel that my experiences as an industry development specialist at GEDA as business development manager at Takagi and Associates a general agent as general manager for Century Insurance Company, an insurance carrier and now currently as a manger of AON Risk Services a client broker make me a qualified candidate for this board."
