Guam - The Guam Legislature was packed this afternoon as owners and directors of local childcare facilities testified on Bill 70, which would establish administrative rules and regulations of the Department of Public Health and Social Services related to child care centers and group child care homes. The rules and regulations have not been changed since 1978.
The guidelines would mandate several changes such as to the child-to-staff ratio, increased training for caregivers and standards for playground equipment, to name a few. Several individuals who testified said the guidelines needed more clarity.
Similar legislation was introduced in the last legislature, but no action was taken on Bill 455.
