GFT writ request against Port shot down

Guam - Superior Court of Guam Judge Art Barcinas has shot down a petition for alternative writ of mandate filed by the Guam Federation of Teachers against the Port Authority of Guam. The judge in his decision and order found that the GFT hasn't sought or attempted to seek an administrative remedy first before bringing it to the court for resolution. 

The GFT alleges the port is required to engage the union with all contracts but has consistently failed to do so.
