Bill enhances government transparency

Guam - Senator Tony Ada introduced legislation that would enhance the transparency of government operations. Bill 126 would allow public meeting of government agencies to be recorded, and ensure that no GovGuam board, commission or public officer prevent recordings of public meetings.

Ada states, "The official record of an agency board meeting is the board's adopted minutes. Such minutes are seldom comprehensive.  If a government meeting is open to the public, any resident should be able to record that meeting for reference purposes or for sharing with others."
