Cruz responds to Bordallo on war reparations
Vice Speaker B.J. Cruz responded to Congresswoman Madeleine Bordallo today regarding what he calls a "missed opportunity for war reparations".

Guam - Vice Speaker B.J. Cruz responded to Congresswoman Madeleine Bordallo today regarding what he calls a "missed opportunity for war reparations". Cruz defends his position that H.R. 4783 was an appropriate vehicle to have the Guam Loyalty Recognition Act passed.
Cruz now questions how the White House and the U.S. Department of Agriculture can use an administrative process to address the claims of women and Hispanic farmers. He is also in the process of contacting Department of the Interior officials to see if there is a similar administrative process that could be implemented for the Guam Loyalty Recognition Act.
Cruz states, "You will note that Chairman Nick Rahall made the motion to approve the senate amendments. After one hour debate, the House voted 256-152 and passed this huge appropriations bill in a couple of hours." The vice speaker adds, "This was in fact a missed opportunity."
