Guam - The Guam Waterworks Authority and the U.S. Environmental Protection Agency are finalizing a new agreement that must be submitted to the District Court later this week.  District Court Chief Judge Frances Tydingco Gatewood ordered the submission of a new agreement that will include timelines for incomplete projects listed in the stipulated order. 

The Consolidated Commission on Utilities has been sitting in on negotiations as they expressed concerns that the projects that are estimated to cost hundreds of millions of dollars will result in significant increases to water bills for ratepayers. 

The new agreement is due to the court by Thursday.
