Guam - Senator Rory Respicio has introduced Bill 88, in the hopes the Guam Election Commission will review and update various laws, rules and regulations before the 2012 election.  The Democrat lawmaker says the legislation is meant to fix a number of concerns that have been raised in prior elections.

Bill 88 would require the GEC to establish and follow written procedures during elections for voter instructions, the correct handling of ballots, preparing and setting up polling sites and updating the guidelines with regard to provisional ballots and ballot reconciliation procedures.
