Lawmakers want financing device for HQ

Guam - Public Safety Oversight Chair Senator Adolpho Palacios and Speaker Judi Won Pat believe they've found a funding source to make a permanent police headquarters a reality.  The two lawmakers have introduced Bill 77, establishing a financing mechanism for the facility similar to the leaseback option used for the construction of the new JFK High School. 

Palacios says the legislation allows for a design, build, and lease option that could be paid using police revenues. Senators are looking to put the new headquarters at the former Goodwill building in Upper Tumon.
