Guam - The head of the Guam State Clearing House, Eric Palacios, spoke before island Rotarians today. Although his office got off to a rough start because of missing files, Palacios says they've overcome those obstacles and are working hard to secure as much federal grants as possible.

"At present," he announced, "there are about $30 million in grants that are going to our office right now. We're well on our way to fulfilling our mandates," he said.

Palacios says his office is striving to be more transparent, by sending out releases to the public about grants they've secured and working on. He says he would also like to get input from the communities, which stand to benefit from such grants.
