Guam - Calling it "the biggest immediate challenge ahead", the Executive Branch released the subcommittee report for the military buildup. The report states that there is a weak negotiation position with the Department of Defense when it comes to putting the needs of Guam first.

It calls for strengthening the Guam Military Buildup Office and the Guam First Commission.
