Guam - A pair of bills dealing with Guam's utilities goes up for a public hearing today. Bill 10 relates to the back billing of ratepayers by the Guam Waterworks Authority and Bill 13, introduced by freshman senator Dennis Rodriguez, Jr. would mandate the conversion of all public streetlights to alternate energy units or energy efficient light sources.
