Guam - Calling the practice "unsettling", Senator Mana Silva Taijeron has sent letters to the Guam Power Authority, the Consolidated Commission on Utilities and the Public Utilities Commission raising concern that residential customers have been charged commercial rates after a certain level of power consumption.
Taijeron states, "It is troubling that many residents are unaware that changes in their service rate schedules are dependent on the consumption of kilowatt hours, and that they only find out when they receive their larger than normal power bills." She further requested that this practice be suspended until the utility company can educate the public as to why this existing.
