Guam - Vice-Speaker B.J. Cruz sent a letter to both Navy Undersecretary Robert Work and Assistant Secretary Jackalyne Pfannensteil asking for clarification on the money, which are to be committed to support the Marines relocation to Guam. On Thursday, the two officials met with lawmakers and stated that a billion dollars in projects hinge on the signing of the Programmatic Agreement.

Cruz questions the enormity of the federal government's commitment to the buildup. Cruz also asked work to review letters he sent to the Department of the Navy, many of which did not receive responses.
