Guam - A delegation from the nation's capitol is on Guam, meeting with the island's elected leaders to continue discussions on the military buildup. On island are Undersecretary for the Navy Robert Work, Assistant Navy Secretary Jackalynne Pfannensteil, Undersecretary of Defense Dr. Dorothy Robyn, Assistant Deputy Commandant of the Marine Corps Brigadier General Robert Ruark, and director of the Headquarters Marine Corps Pacific Division Bryan Wood.

A key item to be discussed the Programmatic Agreement, which outlines how historical properties will be managed during the buildup. Senators like Judi Guthertz have cautioned the governor from signing the document.
