Guam - A public hearing will be held for Vice-Speaker B.J. Cruz's Bill 3. The legislation creates the Commission for Fiscal Responsibility and Reform, comprised of eight members: four appointed by the governor, two by the speaker and two from the minority leader.

Among the organization's responsibilities are that the panel will be required to propose specific recommendations to improve the government's fiscal outlook and to address the solvency of the Government of Guam Retirement Fund.
