McNinch details goals for new leadership

Guam - University of Guam Professor Dr. Ron McNinch will be speaking for island Rotarians today. It's a speech on the same theme he gives every four years, and today he will be talking about the Five Critical Tasks Ahead for Guam Leaders in the Next Four Years:

1. Stop relying on the courts and lawyers for leadership and policy direction
2. Fixing local government
3. Optimizing the federal/Guam relationship
4. Developing Guam specific policies
5. Overcoming the ghosts of policy past
