Guam - The Calvo-Tenorio transition team has officially reached out to the Camacho Administration asking them to put the brakes on spending for the remainder of their term. Dan Tydingco, co-chair of the transition team, says he and co-chair Jerry Crisostomo sent a letter to Governor Felix Camacho, Lieutenant Governor Mike Cruz, all current senators and senators-elect.

"So we are saying stop everything right now and take into consideration we are respectful of your authorities but please do not pile on anymore debt and burdens upon the government," Tydingco noted.

Specifically the team is asking the administration to do several actions:  

  • Suspend approval of all contracts for leases or personnel services
  • Defer action on all personnel actions such as promotions, recruitments and re-classifications
  • Defer all appropriation measures and immediately communicate with federal authorities to defer or restructure court mandated obligations

In addition, the team is requesting a legislative-executive branch work group be formed to undertake a general concept of a fiscal revenue enhancement and deficit commission as proposed by Vice-Speaker B.J. Cruz. Tydingco continued, "Whether its statutory required or court mandated and we don't believe it would be fair for anybody to say, 'Let's defer it until after January 3 when the new administration takes office', there is a need for it to have been down probably years ago, if not months ago."

Tydingco says the request is based upon information gathered from all the transition team subcommittees on the government's financial posture, adding, "There is a recurring theme that there is a necessity to stop the trains stop action  suspend any movement on digging the government and the community and tax payers into a further financial hole."

Tydingco says ongoing meetings have taken place with the existing administration transition coordinator and between the incoming administrations principals and the outgoing administrations principals. He says those talks will continue.

Today the subcommittees on education, culture and tourism made presentations to the transition team. The Financial Subcommittee is scheduled to give their final report and presentation next Wednesday.
