Guam - Although the Guam Police Department doesn't have money for overtime or to pay the ten percent raises owed to its officers, management went ahead and promoted three individuals to the rank of lieutenant.  Sergeants Mark Torre and Mike Archangel and Police Officer III Ron Barcinas were all promoted to the rank of lieutenant effective this past Sunday. 

Acting Police Chief Major Ric Leon Guerrero has previously said the newly-promoted lieutenants would be assigned to the Chief of Police's Office and Homeland Security.

Public Safety Chair Senator Adolpho Palacios had asked management to hold off the promotions as the department had no funding for the three positions.
