Guam - Former Supreme Court of Guam chief justice and senator B.J. Cruz warns the courts just might rule in favor of law enforcement in their quest for the implementation of their 10% raises despite the claimed financial condition of the government.

The Democrat lawmaker citing the fact that if GovGuam could contract for health insurance without the certification of availability of funds then it could pay for the raises.
