Deputy chief calls new promotions "justified"

Guam - Responding to concerns of others on the force, Deputy Police Chief Frank Ishizaki says promotions for the commander, major and lieutenant positions are needed and justified. The promotions, he maintains, are part of a long-range plan that was implemented between himself and former police chief Paul Suba.
Ishizaki says GPD currently does not have adequate numbers. With the anticipated growth from the military buildup, he says. There is a need to hire and promote.
Two police captains have openly expressed disappointment with the lack of formal announcement of the three lieutenant positions. Ishizaki adds that in the long range, promotions are cost effective and will prepare the department for future growth.
