Volunteer arrested for impersonating cop

The Guam Police Department arrested a CAPE volunteer last night after he allegedly told some tourists that he was a police officer in an effort to profit from them.

Guam - The Guam Police Department arrested a CAPE volunteer last night after he allegedly told some tourists that he was a police officer in an effort to profit from them.Police confirm that Albert Quitugua cited a Japanese couple for parking in the handicapped parking stall then allegedly told the pair that they needed to pay a $500 fine.

Preliminary reports show that Quitugua then told the couple that he will take care of paying the citation if they gave him $300. The two reportedly told the rental car company owner who then took them to file the complaint at the Tamuning Precinct. Quitugua was charged with impersonating a police officer and official misconduct.

He was booked and released.
