Guam - The Guam Power Authority says protective relay failure led to the islandwide blackout on November third, not a brown tree snake. A report was issued today outlining the cause of the blackout.
Acting assistant general manager of operations Melinda Camacho says the failure of the protective relay at the Tamuning Substation caused the line fault to persist affecting the entire islandwide power system. A report generated today recommended that the agency install back up protective relay systems to another level of protection should a similar situation occur in the future.
