Guam - Island Business Systems & Supplies says a competitive bid on photocopying services for the Department of Education had saved the agency about $65,000 a month on document management services. According to John Brown from IBSS, Xerox Corporation had been providing these services to DOE for over a decade without ever competing for the contract.

Brown says Xerox squared-off against IBSS. The company eventually won but had agreed to lower its bid by $65,000 the monthly price it had been charging DOE for years.
