Guam - The entire Department of Corrections compound in Mangilao was left with out water this morning for about a half-hour.  The agency owes $160,000 for an outstanding water bill. DepCor director J.B. Palacios says the problem is a water meter that they didn't know was inside the facility and has been running for the past three years.

He assured the Guam Waterworks Authority today that he will take full responsibility in finding the money from within his agency's budget to avoid another disconnection. He also hopes the Department of Administration will be able to cut the check under DepCor's utility account.
