Guam - Vice-Speaker B.J. Cruz sent a letter to President Barack Obama, urging him to support Guam's efforts to secure a Guam visa waiver program for Chinese and Russian visitors. Cruz was inspired by a speech given by the commander in chief before the United Nations last month.

In that speech, Obama said, "As President, I have made it clear that the United States will do our part. My national security strategy recognizes development not only as a moral imperative, but a strategic and economic imperative."

Cruz specifically asked that the president direct the Department of Homeland Security and the Department of Defense to withdraw their opposition to the Consolidated Natural Resources Act to allow Russians and Chinese to travel to Guam on a Guam visa waiver program.
