Guam - Local businessman James Adkins wants the U.S. District Court of Guam to hold off on making a judgment in his lawsuit against two police officers until the court first resolves his reconsideration motion.  Adkins filed suit alleging his civil rights were violated when police arrested him and confiscated his mobile phone after he took photos of a car crash near his home last year.

The court determined that the officers did not violate his rights when they arrested him, but Adkins believes the decision should be reconsidered.  Additionally, Adkins may amend his complaint.
