Anti-bullying contract in negotiations

Guam - The Department of Education is in the final stages of awarding a contract that would provide training and various other services to help address bullying issues at the island's public schools. Last week, parents told KUAM News their kids were being bullied by other students and that DOE hasn't been able to address the constant problem.
Supply and Procurement Administrator Brian Mafnas says negotiations should be completed soon, adding, "It depends because right now, we're going back and forth with the management plan and trying to finalize it. We want to make sure we're meeting the grant requirements and that we're putting out a program that will benefit the children."
Federal stimulus money will allow for research based bullying programs and training.
