Court denies inmate's motion for counsel

The District Court granted a Department f Corrections inmate's request to proceed with his civil complaint against the agency without prepayment of fees.

Guam - The District Court granted a Department of Corrections inmate's request to proceed with his civil complaint against the agency without prepayment of fees. Inmate Taisen Jessy alleges his constitutional rights are being violated and has been subject to cruel and unusual punishment. 

He is bringing the agency's director and the agency physician to court, alleging he hasn't received proper medical attention. The federal court also granted Jessy's request for service by the U.S. Marshals Service, however, denied his motion for appointment of counsel.

The department has since denied all allegations made against them by the inmate.
