Guam - Many local contractors had hoped the Record of Decision would have been signed tomorrow.  Guam Contractors Association President James Martinez explains that between $700-750 million dollars worth of projects are waiting to begin once the ROD is made official.

"I think contractors in our industry are anticipating the signing of that, because that would be the green light for a lot of these projects to be let out for bid. They've already appropriated money for some of these projects, but they can't be released until the record of decision is signed," he said.

Martinez adds the projects have already been appropriated through the Fiscal Year 2011 National Defense Authorization Act.
