Guam - The Department of Mental Health will have to give a status report to the U.S. District Court of Guam today on how progress is has made with complying with a permanent injunction.  On Wednesday the federal management team of Dr. James Kiffer and Attorney James Casey met with Judge Consuelo Marshall to discuss the plan of action they submitted several months ago.

The plan, estimated to cost $25 million dollars, would detail how the government would come into compliance with an amended permanent injunction.
