Mangilao man arrested for theft
29 year-old Justin RJ Santos of Mangilao was arrested for obstruction of government function and attempted theft by deception on Wednesday morning.

Guam - 29-year-old Justin RJ Santos of Mangilao was arrested for obstruction of government function and attempted theft by deception on Wednesday morning. Originally the complaint was an alleged kidnapping, but police investigation yielded that the kidnapping report was instead a theft related complaint.
Santos has since been released.
