Adkins' complaint against GPD dismissed

Guam - District Court of Guam Chief Judge Frances Tydingo Gatewood issued an opinion in James Adkins' case against the Guam Police Department.  In part, the judge adopted and rejected some of the motions filed in the case, including dismissing the complaints field against former chief of police Paul Suba and officers D.B. Anciano and Serafino Artui in their official capacities.

Adkins is suing GPD after officers arrested him for taking pictures of a car crash with his cell phone, he claims his civil rights were violated.
