Guam - Collective bargaining between the Government of Guam and the Guam Federation of Teachers can proceed, according to Acting Governor Mike Cruz.  He received legal guidance from the Attorney General's Office allowing such.  That guidance also determined that president Matt Rector's status as president of the union is valid until another election is held.

GFT Executive Council Member Barry Mead was challenging Rector's status as president as well he argued public law restricted him from negotiating on behalf of the union because of his recent status as a senator. The acting governor hopes the AG's opinion will resolve the conflict.
