Guam - Tuesday was the first day of classes for public schools, but not all the buses picking up students have passed safety inspection.  According to Department of Public Works director Andy Leon Guerrero, his agency needed to replace the old tires before the busses could be inspected - a process that they couldn't complete before the start of classes because the tires arrived just two weeks ago.

"I think in the past I was told that this was practiced prior to this," he told KUAM News. "The busses are safe. They won't leave the lot until the safety officer inspects them, so it's just a matter of sending it down, getting it inspected and getting the registrations for that."

Leon Guerrero added that part of the delay was due to the fact that the original request for proposal for the tires was stalled because of a protest.
