The Final Environmental Impact Statement noted the Japanese government would be providing almost one billion dollars in financial assistance for infrastructure upgrades including for waste water.
The online article cited the agency was already heavily indebted and probably wouldn't be able to repay the loans.
Representatives from the Bank were on island last month on a fact-finding mission.
