Inmate files complaint against director, doctor

Inmate Joseph Valenzuela claims DepCor violated his Constitutional rights by not providing proper medical treatment.

Guam - A civil complaint has been filed in the U.S. District Court of Guam against Department of Corrections Director J.B. Palacios and agency physician Dr. Young Chang. Inmate Joseph Valenzuela claims DepCor violated his Constitutional rights by not providing proper medical treatment.

Palacios, however, feels they acted properly when handling Valenzuela's case.  He told KUAM News, "We would give them similar medications that would address in this case his complaint of pain, but we're not going to have a bunch of addicts.  I'm sorry, that's not how it works.  So he has every right to do what he's doing."

Palacios says this is not the first time that the department has been faced with such a lawsuit.
