Ultimatum by DOE enrages Pangelinan
Chairman of the Committee on Appropriations Senator Ben Pangelinan fired off a letter to Department of Education Superintendent Dr. Nerissa Bretania Underwood today, saying he's disappointed with the agency's threat not to open schools in light of the $10 million shortfall for Fiscal Year 2010.

He says BBMR put GovGuam on notice earlier this year, and that the DOE management team should've attempted to solve these issues. Pangelinan suggests the agency look into the ARRA State Fiscal Stabilization Fund Program, which helps help state and local budgets to avoid reductions in education and other services in exchange for the state's commitment to advance essential education reforms.
He is also urging Acting Governor Mike Cruz to sign Bill 238 relative to creating a DOE Financial Supervisory Commission.
