Guam - Former police chief Paul Suba has yet to be reinstated back to the force - apparently there's a delay in the processing of his paperwork.  What's interesting is that an amendment passed by lawmakers in Bill 271 repealed a provision of Guam law that would have allowed Suba to be reinstated.

If the bill is signed into law, the former top brass would not be allowed to return to his previous captain position. Lawmakers also made changes to the requirements for the position, now requiring an individual to have a college degree to be in that rank.

Attorney General's Office Spokesperson Bryan Cruz says the matter is still under review and a legal opinion has yet to be turned over to the Department of Administration that requested a legal opinion.
