Guam - In response to the growing number of incidents of online harassment, bullying and stalking, Vice-Speaker B.J. Cruz introduced Bill 436 to protect residents from cyberbullying and implement consequences for underaged sexting.

The legislation provides a mechanism for the Attorney General's Office to enroll first-time offending juveniles in a diversionary program to educate them on the severity of the crime and the legal consequences of digitally transmitting explicit images.
