Bill reallocates solid waste funding for CIPs

Guam - Bill 432 was introduced today, intending to reprogram $103 million from the Solid Waste Management System Bond for other critical projects. The Community Reinvestment Act of 2010 was introduced by Speaker Judi Won Pat, Vice-Speaker B.J. Cruz and senators Tina Muna Barnes, Jim Espaldon, Rory Respicio, Adolpho Palacios, Frank Blas, Jr., Judi Guthertz and Tony Ada and would substitute the bond money with a USDA grant loan that is pending final approval.
The legislation intends to utilize that money for the construction of a women and children's hospital wing, the Guam Museum and address capital improvements projects related to the permanent injunction at the Department of Mental Health and Substance Abuse.
"One important one is I received a phone call from the new chief and told me that already they had received notice that they must vacate their facility by next year and they too have a portion here to build a home for the police department and fire department," he said," said the speaker.
