Guam - Two days after introducing his bill to legalize the use of marijuana for medicinal purposes, Senator Rory Respicio withdrew Bill 420, amended it, and reintroduced it as Bill 423.

Aside from sporting a new number, the new amendments includes a provision that prohibits doctors from writing prescriptions for marijuana, but can recommend the drug.  Also included in the bill now is a provision that creates a Medical Cannabis Policy Commission.
