Guam - Governor Felix Camacho on Friday has transmitted legislation to the Legislature that would create the new rules and regulations for the Chamorro Land Trust Commission's Commercial Lease Program.  The 40-page measure repeals much of the CLTC's enabling statute, proposes changes that address problems and issues in administering current CLTC land leases.

It also corrects contradictions in the current CLTC law, organizes the proposed changes to align with the logical flow of the original legislation and provides separate provisions for leases to the general public, public purposes, and the lease of land intended specifically for Chamorros.
